Announcements in a Blackboard course are for your instructors to communicate important, often time-sensitive information regarding the course, such as reminders about events, lecture cancellations or room changes, or signposting specific course content.
Course announcements appear on your Activity Stream on Blackboard:

You can also see all the announcements for a specific course in one place, on the course’s Announcements page:

New announcements will pop up on your screen as you enter the Blackboard course. You need to close the ‘New Course announcement’ window before viewing the course content:

Once you’ve closed this window, the announcement will still be there on the main course Announcements page. This is where you can also see all previous announcements.
You will see a number on the announcements tab for the number of unread announcements.
You can tick the circle next to an announcement to mark it as ‘read’ (or mark a read announcement as ‘unread’):
